Safety Climate Tool

PSS has worked with The Stationery Office to develop a port sector-specific version of the HSE Safety Climate Tool, which will launch in September 2026.

The tool will help ports explore the attitudes, behaviours and perceptions that shape health and safety within their organisations. It will give employees an opportunity to share their views confidentially and provide participating organisations with a clearer picture of what is working well and where further attention may be needed.

By using a consistent survey across participating members, PSS will be able to build a broader understanding of health and safety culture across the sector. This will help identify common themes, support shared learning and inform future PSS resources and activities.

Benefits for participating members

Participating members will benefit from:

  • Their own organisation-specific survey results.
  • A clear baseline for their current health and safety culture.
  • Insight into strengths, concerns and differences between teams, roles or locations.
  • Information to help focus improvement activity where it is most needed.
  • The ability to measure changes in culture over time.
  • Comparison with wider benchmarking data.
  • Reduced pricing made possible through a sector-wide purchasing arrangement.

The PSS SCT Key Information document below provides further details of the survey and answers many frequently asked questions.
