PSS Skills Strategy 2023 – 2028

PSS Skills, Careers and Diversity Strategy 2023 – 2028 sets out how PSS supports a safe, skilled, and professional workforce across the UK port sector, working with industry partners to identify skills needs, support career development, and set the skills standards that underpin safe and effective port operations.

In 2026, the strategy was updated to focus on three key pillars:

  • Career pathways
  • Current and future skills requirements
  • Skills standards

These pillars reflect the core areas of the PSS skills remit and provide clear outcomes against which progress can be measured. The strategy has been approved by PSS partner organisations, the British Ports Association (BPA), and UK Major Ports Group (UKMPG).

Objectives

The objectives within the strategy are set out in a clear, time-bound plan, enabling PSS to demonstrate progress and continual improvement. This includes gathering better data on skills initiatives across the sector.
