Early Information Sharing is a PSS priority; aimed at proactively preventing incidents. Safety Alerts are good opportunities for members to review/modify existing safety control measures and are a leading indicator of a positive safety culture.
This Safety Alert has been shared by one of our members to raise awareness of the navigational risks associated with proximity of vessels traveling in convoy and awareness of pilot embarkation/disembarkation operations.
An outbound tanker, under pilotage, proceeding to the pilot boarding grounds for pilot disembarkation was being closely followed by an outbound RORO vessel at a distance astern of 0.5 nm. At the time of pilot transfer and having communicated with VTS, the tanker reduced speed to 8 knots while the RORO vessel astern maintained a speed of 13.3knots therefore closing on the tanker conducting the pilot transfer. Shortly after the pilot transfer the RORO vessel overtook the tanker in the traffic separation scheme with a CPA of 0.2nm
The safe speed of a vessel should be adjusted to take account of the traffic density and the likely reduction in speed to embark/disembark a pilot safely. Masters should also exercise good seamanship in maintaining situational awareness with regard to the risk elements of pilot transfer and the associated manoeuvres of vessels engaged in pilot transfer.
Personnel: Please forward this alert on to colleagues in your port environment including management, supervisory, staff and the wider stakeholders including tenants/suppliers on the port estate.
Distribution: These can then be downloaded, printed and posted at various strategic locations such as workshops, notice boards, staff canteens, smoking areas etc to raise awareness about causes and preventive actions.
Discussions: This safety alert can be further utilised to facilitate safety discussions and stimulate employee safety leadership through toolbox talks, leadership 'Walk the talks' and hazard hunts, just to name a few.
