This one-day course runs from 9.00 to 17.00, and is held Defence Academy of the United Kingdom, Shrivenham and delivered by Gavin Dunhill of Cranfield University and Dr Qamar Khan of HSE. Cranfield University is the academic partner of the Ministry of Defence.

About the Course

The Dangerous Goods in Harbour Areas Regulations 2016 (DGHAR) came into force on 1 October 2016. The previous Approved Code of Practice on the Dangerous Substances in Harbour Areas Regulations 1987 (DSHAR) (COP18) and the relevant guidance document (HS(R)27) have now been withdrawn. This course addresses the changes to the Regulations; the role of an ESO and their responsibilities as laid out by the Regulations as well as the nature of explosives and security arrangements.

Outline of topics

  • Dangerous Goods in Harbour Areas Regulations 2016 (DGHAR)
  • Technology of Explosives
  • ESO Responsibilities
  • Explosives Licensing
  • Explosive Materials
  • Explosives Security

Who should attend?

This course is aimed at preparing the ESO for their new role is suitable for:

  • ESOs
  • Those with ESO responsibilities
  • Those responsible for ESOs

There are some changes to the HSE Regulations that will have an impact on explosives safety but will not significantly affect the actual Licence. However we recommend that you conduct a risk assessment to identify if personnel should retake the Explosives Security Officers course to keep them up-to-date with requirements in this field.

There are a limited number of places available, and they will be assigned on a first come first served basis. If you are interested in attending please complete the attached form and return to the PSSL office as soon as possible, and by Monday 1 April 2019.

Please note: No refunds will be made in respect of cancellations however a named substitute can be made by email up to two weeks before the course date.  Substitutions cannot be accepted after this time
