Work has already been done on this in documents 2, 3 & 4, to assist you in your thought processes.
The PSS documents on ACoPs and Regulations have been extracted from Lofstedt document and sorted by subject and into what is thought relevant to Ports and what isn’t.
Please take a look at them, and:
- Provide your own comments for submission, as you see fit.
- Make comments on the proposed responses.
- Decide overall if you’re happy for this package of documents to be submitted to the Lofstedt Review.
We have also written a covering letter to the submission, the basic text is below:
The Ports Industry members of PSS have general principles in mind:
- Ports are of vital importance to UK plc, developing some £17.9 billion in GDP for the economy as a whole, including £7.7bn inside the ports themselves. [1]
- there is a professional commitment to thriving safely, so ports industry does not want to see a reduction of standards or expectation.
- Focus of the industry is a commitment to safety of the workforce and those affected by port operations.
- Goal Seeking (rather than Prescriptive ) legislation is supported – to help high quality businesses raise standards.
