Background
The Health and Safety Executive’s Approved Code of Practice and Guidance, ‘Safety in Docks’ was published in 1988. The Guidance is based on International Labour Organisation (ILO) Convention 152 on Safety in Dock Work, which has since been revised. Further, the UK Health and Safety Regulatory Framework has been significantly updated since 1988, as has industry best practice.
The port industry, therefore, has out of date health and safety guidance, which does not fully reflect current UK health and safety regulatory requirements or health and safety best practice.
It was agreed with the HSE that the Guidance in Safety in Docks would not be updated and imposed. Instead, employers would work with stakeholders to develop, agree and communicate industry specific advice and guidance documents to promote common standards. Once complete, these documents would be endorsed by the HSE.
To that end Port Skills and Safety (PSS) brought together a panel of industry experts to devise the first draft of a suite of ‘Safety in Ports’ Guidance documents.
We are now entering the second phase of the project, to present the drafts to PSS members and other stakeholders for consideration.
